OK… let’s do it…
Some people, even that ones that aren’t asexuals, sometimes choose to not have sex. That doesn’t turn them into ‘non-sexual people’, but into someone rational that have their own choices.
Shame people for not have sex is as bad as shame people for have sex. Everyone has their own choices and those must be respected in the same way.
Maybe Scully is someone who wants to have a relationship… maybe when she tried it, she saw that it would be terrible and she didn’t know someone who worth a try again and then she was too in love with Mulder to try with another one.
And hey… the only regular characters who really was seen having sex at XF was Skinner and Krycek (that one counts?). That thing with Mulder? Just a kiss and we assumed the rest…
I think the main narrative wasn’t suppose to focus on their love lives but in something else (government conspiracy, aliens, paranormal activity, … someone remember those?) … and soon enough their lives was just work. No one else would fit there. Seriously, who would compete with Mulder and Scully in their lives? Even Scully’s family was pushed aside!
That’s just my two cents… and I already wrote too much.

Yeah… basically, I think that this comes down to the way the show was written because this show was not about sex and Scully wasn’t about sex. Characters on children’s TV shows get it on more than Mulder and Scully did with anyone.
I do understand where this could annoy someone - especially if you weren’t a shipper, but if you rework this statement away from the negative “non-sexual female,” you really have a character who, in 9 seasons and 200 episodes, had one serious love interest.
I think that her relationship with Mulder and the decisions she made to live this insane life with him did have something to do with why she wasn’t getting it on all the time. Not because she was either only sexually only interested in him or because she wasn’t a sexual person, but because the decisions she made brought her down a path that would make having a sexual relationship with another man very difficult.
Other than longings for the mythical ‘family life,’ she made no real efforts to leave Mulder and find another man to start that family. The alternative of a string of one night stands doesn’t seem to be in her nature to fulfill her sexual desires.
To me, the show was about two people who were lost in themselves and their own world. There was no one else they could really let in. The only relationship that really mattered to them was the one they had with each other and while they both sometimes had longings for something sexual/romantic, they were too devoted to each other and to their insane life to really explore anyone outside of each other.
She has crushes. She likes men. She is a sexual person outside of him, but she doesn’t choose to act on it. For whatever personal reasons, she never pursues any other relationship. The fact that there is only one person in 9 years other than Mulder who it is even debatable that she slept with makes a pretty good point that Mulder is the one person she wants to be with.
I don’t think fans are making this up when they talk about Scully only being interested in mulder (of course some go too far like in all things). It isn’t about being non-sexual outside of him, but about how she chose to live her life. She chose Mulder as her ‘platonic life partner’ long before it became a sexual relationship and that played a big factor in what she decided to do with her personal life.
They devoted themselves completely to each other early on and I don’t think it was until Diana Fowley showed up that it hit home to Scully that she had devoted herself to a platonic non-sexual relationship. Mulder wasn’t her boyfriend. He could get up and go off with Diana Fowley if he wanted. That, to me, is really the tipping point where Scully sees what is going on and the tipping point for the show where their relationship does start to turn more romantic.

Mulder: I’m not sure it works that way. I think maybe the darkness finds you and me.
Scully: I know it does.
Mulder: But, let it try.
